The global total of international development funds was USD 204 B in 2022, which was a 13.6% increase from USD 186 B in 2021.
This increase was mainly attributed to increased spending on processing and hosting refugees within donor countries, which increased 14.4% from USD 12.8 B in 2021 to USD 29.3 B in 2022, as well as the significantly increase aid to Ukraine following Russia’s invasion and ongoing war, which totaled USD 16.1 B. If these "in-donor" refugee costs are excluded, Official Development Assistance (ODA) increased by only 4.6% in 2022.
While global ODA continues to increase, the pool of funds dedicated to "development", that is, excluding emergency and humanitarian assistance has continued to decline. Bilateral ODA to least developed countries (LDCs) and sub-Saharan Africa , in particular, for example, declined declined by 8% in 2022 from USD 32.18 B to 29.67 B.
